From Broken Road to Lifeline | How the Enga Highway Rehabilitation is Changing Lives in the Highlands

From a Failing Road to a Lifeline

The article, featured in the Post-Courier, looks at the results of an independent impact assessment of the Enga Highway rehabilitation completed in 2017. The assessment draws on household surveys, interviews with transport operators, farmers, health workers and young mothers, as well as time-series data collected since the rehabilitation.

The findings point to significant social and economic improvements along the corridor, demonstrating how a well-engineered, durable road can become much more than a transport link—it can serve as a foundation for broader community development.

The Wabag–Wapenamanda section had originally been sealed between 1995 and 2001 but deteriorated well before its intended 20-year design life. Investigations identified problems with the pavement materials and the way the road had been engineered for local conditions.

For the 2017 rehabilitation, AnyWay Solutions provided road rehabilitation solutions and designs, with the approach focused on addressing the underlying engineering problems rather than simply resealing the existing pavement. As Dudu Shtengel, AnyWay Solutions’ stabilization consultant, explains in the article, the solution incorporated locally sourced, in-situ-stabilized base and sub-base materials engineered to meet Department of Works and Highways specifications, together with a double chip-seal-quality asphalt wearing course.

The result was an approach designed specifically for the terrain, climate and conditions of the Enga Highlands.

Measurable Benefits for Communities

According to the impact assessment, the improvements extend across transportation, healthcare, agriculture, education and local economic activity.

Among the reported findings:

  • Travel times between Wabag and Mt Hagen have nearly halved, falling from approximately 2.5 hours to around 90 minutes.
  • Emergency response times have decreased by 65%, from approximately 98 minutes to 34 minutes.
  • Average travel time to the nearest medical facility has fallen by 44%, from 27 minutes to 15 minutes.
  • Clinic-based births have increased by 47%, from approximately 220 per year before rehabilitation to 325 today.
  • More than 90% of surveyed farmers report that reaching existing markets is significantly easier, while the average time required to transport produce to market has fallen by almost a quarter.
  • More than 95% of transport operators report increased trip frequency and expanded service areas.
  • Every young person surveyed reported that access to school had become easier, safer and more reliable.
  • More than 80% of respondents reported population growth along the corridor, reflecting the attraction of improved access to schools, healthcare, markets and economic opportunities.

Together, these findings illustrate the broader development effects that can follow when reliable transportation infrastructure is designed to withstand local environmental and climatic conditions.

A Model for Resilient Infrastructure

The Enga Highway experience provides an example of how climate-resilient engineering, appropriate materials and data-informed design can contribute to lasting infrastructure outcomes.

The road has helped reduce travel times, improve access to healthcare and education, expand market opportunities and support local businesses and transport operators. At the same time, the assessment acknowledges that roads cannot address every challenge facing communities. Security concerns, tribal conflict and the need for complementary infrastructure such as feeder roads, market facilities and road furniture remain important considerations.

Makueni County Government enters into a collaboration with Global Engineering Firm AnyWay Solutions to implement advanced digital tools to enhance the Climate Resilience of its county road network

22 June, 2026 – Makueni County has partnered with global consulting engineering firm AnyWay Solutions to strengthen its use of advanced digital tools for road upgrades and rehabilitation through data-driven prioritization and predictive maintenance.

Like any rural county, roads are essential to Makueni County’s economic development and the social well-being of over one million residents. However, constraints such as seasonal flooding and erosion remain key challenges, preventing access to markets and increasing post-harvest losses in the county, which is Kenya’s largest producer of mangoes. Beyond agriculture, flooded roads prevent access to schools and medical facilities with detrimental social implications for the communities they serve.

To counter these challenges, Makueni County and AnyWay Solutions have signed a letter of intent (LOI) to utilize advanced digital tools to enable data-driven decision-making and budget optimization, minimizing the effects of extreme climate events on this rural population. Through this collaboration, AnyWay Solutions will implement Earth observation satellite and other GIS technology to support the Makueni Roads Department in identifying priority roads for rehabilitation and maintenance. Such advanced digital tools and techniques complement Makueni’s existing participatory community approach, helping to prioritize roads that most urgently need upgrades and enabling Makueni to implement intended rural road improvements as per the County Integrated Development Plan [CIDP).
